New buildings located next to other buildings - certified or not - are fine.
Structures must be permanent - a temporary classroom would not qualify.
Buildings do not have to be a minimum height. There are exceptions to which rating system might apply. For example for residential projects a building must be at least 4 habitable stories in order to use LEED for New Construction. Otherwise the project must use LEED for Homes.
